Haredim - AKA Jews - have been living in what is now Israel since Joshua conquered the Land of Israel (ca. 13th century BCE).
"Haredi" is the term invented by people who needed to place a wedge between the regular Jew on the street and the devout Jew on the road...
Haredi loosely translates into "fearing" (as in "running"), which means 'in fear of the One who created the universe and gave to the Jewish people the Holy Bible and the Holy Land'. God writes in His Holy Bible that for the Jewish people to merit living in the Holy Land, they are to follow His commandments.
The state of Israel was created over 3,000 years after the the Torah (Bible) was given, by people who mostly did not follow the above directive. Hence the need to isolate the Haredi into a corner of the collective memory of the millions of Olim (Immigrants) who made their way to the nascent state. The ruling party of the time hoped for these antiquated groups to assimilate or emigrate, however the opposite happened. Whilst there were around 400 Haredi students in 1948 - out of a population of 0.6 million - there are now over 25,000 Haredi students, out of 8.5 million citizens. This welcome trends points to the beginning of the fulfilment, as foretold by the prophet Malachi: "And he shall return the heart of the fathers to the sons, and the heart of the sons to their fathers".
